Wash rice 3-4 times or till water runs clear. Soak it in enough water for at least 30 minutes.
Put rice in microwave safe rice cooker along with 2 cups of water, bay leaf, and green chili. Microwave for 10 minutes on high power.
In another microwave safe bowl, boil potatoes along with sliced ginger, same bay leaf and green chili from rice for 5 minutes on high power. Add carrots to the bowl and microwave further for 2 minutes. Add green peas and microwave for a minute. Remove container from microwave, drain the water, and keep vegetables aside.
In another microwave safe deep glass bowl, heat oil for a minute.
To the hot oil, add ginger-garlic paste, stir, and microwave for a minute.
Add all the vegetables to the bowl and mix well with the ginger-garlic paste.
Add all dry masalas to the vegetables and mix thoroughly. Microwave for a minute on high power.
Add rice to the vegetables and mix thoroughly. Microwave again for additional 10 minutes stirring every 2-3 minutes.
Transfer rice to serving plate and serve it with raita, papad, or pickles.
